UK and Ireland in reciprocal certificate of competence arrangement

UK and Ireland in reciprocal certificate of competence arrangement

29 July 2013 Email this article

The CITB and Ireland’s Training and Employment Authority (FÁS) have agreed to recognise each other’s plant-related certificates of competence.

Holders of a FÁS construction skills certification scheme (CSCS) experienced plant operator card can now apply for a UK construction plant competence scheme (CPCS) competent operator (blue) card, and vice versa.

To meet each country’s legislative requirements, regional legislation or industry initiatives, transfers to each respective scheme need to be supported by interim additional requirements. In practice, this means that CPCS blue cardholders need to hold the relevant NVQ or SVQ and undertake the FÁS Safe Pass programme, while FÁS CSCS cardholders must sit the CITB health, safety and environment test, plus a skills and experience interview and CPCS theory test for each category of plant.
